Forces the automatically computed vertical offsets to be recomputed.
Equivalent WinUI 2 API for UWP: Microsoft.UI.Xaml.Controls.ParallaxView.RefreshAutomaticVerticalOffsets (for WinUI in the Windows App SDK, see the Windows App SDK namespaces).
