With the Windows 10 Anniversary Update (version 14393) or later, alterations have been made to the D3DCREATE flags. Using D3DCREATE_SOFTWARE_VERTEXPROCESSING and D3DCREATE_MIXED_VERTEXPROCESSING is no longer recommended. Use D3DCREATE_HARDWARD_VERTEXPROCESSING instead.
