Get the command-list index buffer strip cut value override set via ID3D12GraphicsCommandList9::IASetIndexBufferStripCutValue.

Returns failure if IASetIndexBufferStripCutValue has not been called or is not supported (eg. GPU driver doesn't support recording the info in the dxdmp file scenario).
Remarks
If the pipeline state overrides these values, this function will return the current value, not the original one set by IASetIndexBufferStripCutValue.
