Sets the estimated number of sectors per second that the recording device can write to the media at the start of the writing process.

Approximate number of sectors per second that the recording device can write to the media at the start of the writing process. The default is -1 for maximum speed.
S_OK is returned on success, but other success codes may be returned as a result of implementation. The following error codes are commonly returned on operation failure, but do not represent the only possible error values:
