Promotional codes, also called Promo Codes, 5×5 codes or tokens, are used to acquire a product that is published to the Microsoft Store in the RETAIL sandbox.
Promotional code policies
All promotional codes are subject to the terms detailed in the XBOX Game Store Policy, available in the XBOX Publisher Guide. Familiarize yourself with these policies before ordering or distributing any promo codes.
Sample tokens
All Creators are eligible to receive 5,000 sample tokens for each product. These tokens must be ordered directly through Partner Center's Promotional Codes workflow. For instructions on ordering promotional codes in Partner Center, see Generate promotional codes.
Note
Promotional codes can't be ordered in Partner Center until the product is published to the RETAIL sandbox.

Paid token orders
In some scenarios, you might need to order codes that incur charges. These scenarios include requests for tokens that exceed your 5,000 sample tokens ordered in Partner Center, or for specific scenarios such as ordering tokens to include in a physical retail product. For full details about the scenarios that are covered, review the XBOX Games Store Policy in the XBOX Publisher Guide. Tokens for these scenarios must be requested via a manual token order that is submitted directly to the Microsoft Token Specialist. Paid token orders can't be created in Partner Center.
To submit a token order, download the latest Token Order Form from the XBOX Publisher Guide. Complete the order form in full, and email it to the Token Specialist and your Microsoft contacts, as instructed in the order form's usage guide. The token order form should be submitted with a Purchase Order (PO) for the token fees. If you require assistance calculating the token fees, contact the Token Specialist before submitting your token order.
Note
Token orders might take up to five business days to be processed.
