Device licenses do not need to be assigned to the devices. You just need to have enough device license for the number of devices you're deploying.
For this issue that the device shows not compliant, we appreciate your help to collect some information:
- Please make sure that "Mark devices with no compliance policy assigned as" is set to "compliant" in Devices > compliance policy > Compliance policy settings.
- Please check if you have deployed a compliance policy. If yes, please make sure this compliance policy is deployed to a device group.
- And please click on Devices > Windows > select the target device > Device compliance > select the policy that shows "not compliant" > find the specific setting that causes the not compliant status.
