Why no cost saving projection for empty app service plans in Azure Advisor?

Hello,
Azure Advisor has identified empty app service plans in its one of the cost optimization recommendations but it is not showing cost saving projection for those ASPs,
Is it difficult to calculate the cost saving or it's a bug ?
We do see similar scene for another recommendation - see following snap.
