Notification Hub Installations not being created or deleted

In the last few days, Notification Hubs have no longer been listening to any requests made to the 'installation' components, while not throwing errors.

For example, if I were to create a new installation, it will succeed (200 response) however I will not be able to see anything if I try get the installation or view registrations created.

This applies to both creation and deletion of installations, and I have tried it across distinct Notification Hubs. Additionally, I have tried it using both the REST API as well as the Microsoft.Azure.NotificationHubs SDK.

Using REST requests for the old registration system works as intended, but does not suit the project and is considered legacy by Microsoft (according to documentation)
