From your description, I know that you want to remove irrelevant policies and only apply specific compliance and configuration policies.
Based on my researching, I found that there are two reasons that may cause conflict.
1.The devices applied two compliance policy with the same settings.
2.The devices or users applied one configuration policy and one compliance policy with the same settings.
And based on my testing, here are some steps you can refer to delete to conflicted policies.
1.Go to Intune portal, find the conflict policy, and click it you will see the conflict setting name.
2.Click the conflict setting and you will see the conflict resource profile.
3.You can remove the irrelevant policies and keep the specific one you want.
When the conflict is solved, the device or user will just apply the left policy.
