We started using Azure Map API and I found out that the MapSearchAddress for city of Za'atara in Cisjordanie does not contain a country code
As I suspect you may already know, this is an area that is highly disputed by many. As such, Microsoft, Bing Maps, and Azure Maps follows the recommended guidance of the United Nations.

Is it possible to search for "null" country in the API or somewhere else? Assuming there could be other cases like Palestine?
No, you would simply leave country blank and search for what you are looking for. That said, there is little geographic coverage in this part of the world, so the map platform may simply have little to no data here.
