You cannot control this within your application. Only the user can change this. Otherwise malicious code would be easy to add to a system.

Your installation must put your application in a "Trusted Location" under the user's macro security settings. The Word Startup Folder is usually such a location.

Should I need to place the COM add-in within the Word Startup Folder, so that I won't get any macro error messages?

No, the Startup folder is for Word Template Add-Ins.

The user has to install it and get it past the trust mechanism. I'm afraid someone else will have to help you with that.
