Not sure if it is a known issue, you may raise the issue here, the product team will help test it.
To downgrade to version 16.0.8784.14010, please have a check if you have the setup file for v16.0.8784.14010.
And then you may uninstall the newest version and re-install. Remember to back up the data and configuration you need.
