In Word is there a way to maintain a font selection even if you click somewhere with a different font?

We've got a document where everything is regular Calibri font throughout, but when the reviewer makes notes he'd like his notes to be blue and bold. Is there a way that wherever he clicks in the document, the bold and blue options can still be selected automatically, or is it always going to revert to whatever font is already there?

(Also, I know this sounds like a job for comments, but for the sake of argument let's say that's not an option.)

The font formatting at the insertion point determines the appearance of new text added at that spot. You can create a new character style that is blue and bold, but the user will have to select that style, it won't automatically be used.
