Is it Azure Update Manager have content lifecycle management to manage the consistency of patches applied to the VMs when the VMs put is group such as DEV, Pre_PROD and PROD?

Yes, Azure Update Manager does have a way to manage the consistency of patches applied to VMs when they are grouped, such as DEV, Pre_PROD, and PROD. This can be achieved through a staged patching approach, where you create multiple Maintenance Configurations, one for each stage (e.g., DEV, Pre_PROD, PROD), and link them to Azure Automation schedules.
