According to your description, you should be using SharePoint Online.
There are currently three levels for setting the expiration date of share links:
- Tenant level, which is what you call sharing options in SharePoint admin portal, and applies to the entire tenant.
- Site level, set the expiration date for the share links of the specified site, and apply to the entire site. If the setting is different from the tennat level, the situation within the site is subject to the site-level setting.
- Specified link. When sharing a link, you can set the expiration date in the link settings panel. This setting has the lowest priority. If the tenant-level and site-level settings are consistent, for example, no expiration date is set, or the same expiration date is set, then you can set the expiration date within the already determined range. Otherwise, set it within the expiration date range set at the site level.
Unfortunately, there is currently no other way to meet your needs.
