mscoree.dll missing on Windows arm64

I am porting a .NET project to arm64. There are several C++/CLI assemblies in the project. I am using the latest version of Visual Studio (17.10), Windows SDK 10.0.22000.0 and .NET Framework 4.8.1 natively on a Windows arm64 computer. I am able to build the C++/CLI assemblies but I get an error about missing mscoree.dll when I launch the program. Why does Visual Studio generate this dependency if I can't find it anywhere on my computer? Where am I supposed to get it from? How am I supposed to build and run C++/CLI code on Windows arm64?

Welcome to Microsoft Q&A forum.

The mscoree.dll file is a part of Microsoft .NET Framework, it’s under C:\Windows\System32 folder.

Can you confirm that it is indeed missing instead of not being found?

If it’s indeed missing, please kindly check this thread MSCOREE.DLL not found on Windows 11 to get it.

I just checked and the file is there. But it seem to have unmet dependencies:

version.dll and urlmon.dll are also there but they too have unmet dependencies.

Looks like the dll files were installed correctly, can you confirm that this issue(unmet dependencies) is not caused by your ARM machine?

I have two installations and I have this issue on both of them:

Edition: Windows 11 Enterprise
Version: 23H2
OS build: 22631.3880

Does this issue also appear on other or newly created projects?

By the way, just to confirm the project you port to ARM64 is based on .NET or .NET Framework? Are these C++/CLI assemblies based on .NET? Does this error only appear on .NET Framework projects, or it appears on .NET projects too?

I think, either some components/SDKs are missing/corrupted, or this is not supported(run C++/CLI projects which are based on .NET/.NET Framework in ARM machine).

Since on two different machines the errors are the same, I would suggest you kindly confirm the second point by submitting a ticket here: GitHub – dotnet/core.

This is .NET Framework 4.8.1. According to the release notes it supports ARM64: https://github.com/microsoft/dotnet/blob/main/releases/net481/dotnet481-changes.md#native-support-for-Arm64

The .NET code itself runs. The issue occurs as soon as the C++/CLI assembly is loaded by the .NET assemblies.
