How to troubleshoot the exception, Could not create TLS secure channel?

Hello there,
I have this C# code that consumes a SOAP WS and it was working properly for years. However, since recently it started to throw the following exception:
The request was aborted: Could not create SSL/TLS secure channel.
Basically it imports the certificate FILE (.pfx) needed for authentication.
request.ClientCertificates.Add(new X509Certificate(certificateFile, certPassword));
Well, it works 9 times as expected and then the 10th time it will not add the certificate. This results in getting Error 403 (Forbidden).
Honestly, I have no clue how to troubleshoot this issue especially because it happens only sporadically.
I checked the IIS Logs and found nothing helpful.
Your comments and suggestions would be greatly appreciated.

Zero reported problems. This is more like a bug caused by one of the Windows Server updates. The very same code and approach worked fine for 3 or 4 years and this started happening since recently. Once it imports the certificate and then next time it doesn't or it works 5 times and then one time doesn't. Wild -

2024-07-18T04:57:23.8966667+00:00 Thank you for your confirmation Kuler, even if it's a bug, we still require a minimal reproducible sample for address the issue, we need to narrow down the issue at least. Could you please help to confirm whether the issue disappeared if you uninstall recent windows update?
