How to register app to use WNS in microsoft partner center

Question

I have added an app to microsoft partner center and I want to register WNS for this app. I have navigated to WNS/MPNS under product management category,and there is a message saying:

In order to manage your WNS configuration, you must be logged in with either the Microsoft account that opened your Dev Center account or the Microsoft Entra account that created the product. The Microsoft account should be added to the Microsoft Entra tenant and assigned to global administrator role (refer Assign Microsoft Entra Identity roles to users for more details). You are currently logged in with this account. If you have an existing WNS solution or to update your current client secret, visit the App Registration portal.

but I am already logged in with the account that I opened the partner. so how can I register for WNS?

If your account is correct, it should display the following. Please click App Registration portal and follow the steps in Tutorial: Send notifications to Universal Windows Platform apps using Azure Notification Hubs

In order to manage your WNS configuration, you must be logged in with the Microsoft account that opened your Dev Center account. You are currently logged in with this account. If you have an existing WNS solution or to update your current client secret, visit the App Registration portal.
