Azure Arc setup.exe Install Error

Hello Guys,
I am trying to install Azure Arc setup.exe(Azure Connected Machine Agent) on an AWS server but I got an error of "Unable to load PayGo licensing eligibility information" followed by Azure Arc Connected Machine Agent error "Error running the Auzre Arc Configuration UI". I was managed to install and connect other AWS server to our Azure Arc except for this one.
Affected AWS Server is Windows Server 2012 R2 Standard.
Would appreciate anyone who can help me on this.

make sure your Windows Server 2012 R2 has all the latest updates. Old software can sometimes cause problems with new applications. Check for any updates you might have missed and install them before trying to reinstall the Azure Arc agent.
Check for any firewalls or network settings that might be blocking the connection. Your server needs to communicate with Azure, so verify that it isn't being blocked.
If you use a proxy, make sure it is configured correctly to allow connections to Azure.
Examine the installation logs for further insight into the issue. These logs are normally located in the %ProgramData%\AzureConnectedMachineAgent\Logs folder. Look for any specific error messages that can help you diagnose the problem.
If there is a repair option available, use it first. This might resolve any problems with the current installation.
If repairing doesn’t work, uninstall the Azure Connected Machine Agent, restart your server, and then reinstall it with the latest version of the installer
Ensure that all necessary Windows features are installed and that you’re running the installer with administrative privileges (right-click the installer and select "Run as administrator").
Make sure you are using the latest version of Azure Connected Machine Agent. Sometimes new translations fix known issues.
