[Visual Studio 2022] Adding a Project Reference fails

Greetings All,

I have a problem with Visual Studio 2022. Firstly, I should tell you that my VS2022 environment is as follows:

Microsoft Visual Studio Community 2022
Version 17.14.3
VisualStudio.17.Release/17.14.3+36127.28
Microsoft .NET Framework
Version 4.8.09032

My problem is this; I have created a UWP user interface project (and solution) and I wish to add a reference in it to another UWP Class project. So far I've added the UWP Class project to my solution then attempted to add a reference to the UWP Class project to my main UWP user interface project. For some reason this fails. The following is a screen shot of the 'Add Reference' window illustrating the result:

I've tried adding the same reference to a different UWP u/i project but get the same result. I've checked my Event Log but there are no diagnostic messages (as far as I can tell).

Can anyone tell me why this is happening and how I can fixit.
