Standard version of Exchange will work, no need of Enterprise edition. I have done migration with Exchange 2010 std.

Exchange 2016 standard edition will work, you can configure Exchange hybrid deployment and migrate mailboxes from on-premises Exchange to Office 365. But please make sure that you met the Hybrid deployment prerequisites. For more information you could refer to the link provide by ManishaSaini.
You could following the specific steps in the following articles to create a Hybrid deployment with the HCW, then you could move the mailboxes form on-premises Exchange to Office 365.

In addition, you could also choose other methods to migrate mailbox to Microsoft 365 or Office 365.
