We are facing with the problem that the command launched by SharePoint Launched external handler for 'ms-word:ofe%7Cu%7http://portal/urlToDocument.docx does not launch Word anymore. Doing some check we figured out that the problem appears only one the version 2008 Build 13127, on the 1908 Build 11929 it works. Same for Excel files.

well i don't know. Actually the ms-word:ofe command is used in Javascript, indipendently if SharePoint or not. Since it works with some versions of Office, I am the opinion it is an Office problem. However, for me it makes no diffenrence, the aim is to fix it.
Just to be clear, from your description is sounds like the scenario is Sharepoint to Office desktop apps. Is that correct?
In my case yes it is, but SharePoint just executes a javascript command.

From the control panel, feature and programs, I repeared the MS Office installation.
Now it works.
