Windows services selection moving by itself

So I have looked far and wide, and only very few seem to have a similar issue, but mostly those came to faulty hardware.

My issue is:
This is exclusive to windows items such as: Start menu, setting menu, notifications, "apply or revert screen resolution" etc.

The selection starts flickering as if the arrow keys are being spammed extremely quickly. Seems to be right and left.
In the settings menu this is a constant issue from opening the window. Something interesting however is in the start menu. It only happens if i start searching something.

Some specific Windows features also stopped working. For example in the settings the Windows update page simply returns: "Something went wrong. Try to reopen the settings later"

Here are some of the things I've tried:
- Unplugging my input devices (and other USB's)- Updating my drivers- Restarting- Disabling services in services.msc and msconfig

This is done from talking with windows support in a live chat:
Disabling all the services in services.msc worked temporarily, but the issue has come back. I've created a new user account to test and the issue doesn't persist to the other account. This means that something is faulty on my main account. I have checked through every single running service in services.msc and they are all the same for both accounts (non unique to the faulty account).
I have also tried disabling them one at a time to see if I could find a faulty service, but no luck there either.

Here is the unique software I've used throughout the day:- Discord- Steam- Medal- Unity Hub- Epic Games- Nvidia Geforce Experience- Opera browser- AHK- AntiMicro- Mail spring- Wallpaper engine

none of these softwares have ever caused me trouble in the past.

I really hope we can figure this one out. At this point it has turned into a personal quest to figure out what could even cause this.

    I see quite alot of people around having a similar issue actually, but non seem to have it narrowed down as to what the issue is.

    I wonder if there is any way in windows to visually see what "devices" windows registers inputs coming from?

    If we somehow could reverse this and see where the changes to the Windows specific screens is being made from, we could hopefully figure out what is causing it?

    Hi,
    Sorry for the slow response. Thank you for taking your time to respond.

    This temporarily fixed my issue, but it is back on the new account as well.

    I still have no clue what causes this. This started happening again today and i have not installed anything new or launched any software i wouldn't normally run.

    This time it seems like it is constantly scrolling up (arrow up) and right clicking?
    This is still exclusive to Windows screens (start menu, settings, notifications, images, videos, etc.)

    My browser, and other softwares work just fine.

    I really hope we can get to the bottom of this...

    Hi Martin -

    We solve problems here every day by replacing a corrupted User account which is not usually reparable. This is a simple process which only involves moving the files over, since apps are already installed for all accounts anyway. So since you confirmed this already, to move over to test for account follow these steps:

    Make it an Administrator account if you want user to be able to make changes: https://www.digitalcitizen.life/change-type-use...

    Sign into the new account, test it works correctly, if so to Move the files into the account via C:\Users. When you choose the old User account it will grant Admin permissions to each folder and file as a green bar travels across the address bar, this may take a few minutes and then the User data folders will open.

    Open each User folder, from Home tab choose Select All (or press Ctrl + A) , then Copy (or Ctrl + C). Then go to the new Account's corresponding folder to choose Paste (or Ctrl + V). Do this for each folder.

    When ready delete the old account in Settings > Accounts > Family & Other Users, or if you want to save it just change it to a Local Account in Settings > Accounts > Your Info > Sign in with a Local Account Instead.. Test for
