Azure's role-based control system doesn't currently support this sort of pattern- only a single user with sufficient permissions is needed to make any change. It is something you would need to create yourself.

I am exploring Azure services and wanted to know if maker-checker capabilities are present for Azure services.
Essentially, functionality I am looking for -
Changes carried out by one person on any Azure component (App service deployment, App config key-value addition, Application Gateway routing changes etc) should be mandatorily approved by another person with relevant access control.
Does Azure something like this natively or do I need to build systems on top of Azure services to achieve the same ?
