Based on my test, the spreadsheets of Form results may be UTC time zone. When users fill in form, it use UTC time for recording. So when we open the results in Excel, it shows a time different from our local time zone. In addition, we cannot change this setting.
As a workaround, you may enable editing the exported Excel file, and then add two columns for displaying local time. Use the formula =B3+TIME(4,0,0) and =C3+TIME(4,0,0) to change StartDate/SubmitDate to your local time.
Note:Your may modify the formula to display the correct local time. Here I use +TIME(4,0,0) as you mentioned the time is four hours earlier.
We understand it is more convenient if the exported Excel file can display the correct local time zone. Microsoft Forms is a new service which has a lot of room to improve. We suggest you submit your feedback via clicking More Options(…) in the upper right corner of Microsoft Forms>Feedback. Your good suggestions will help us perfect our products and services.
