    Hi ,

Some basic information need to be confirmed:

1.Please check the OS version (type winver in search bar)
2.Is the problem machine a physical machine or virtual machine?
3.What changes had been made before the noboot issue started? Patch, hardware, application update and so on?
    4.What is the error message?

Please try to enter in safemode to see if work

    You're not running PowerShell, you're running cmd.exe.

It looks as if you may be using the wrong code page. Check the "Options" page of the cmd.exe window and see what current code page is. If it's not correct, fix that.

If you don't have the same problem in PowerShell then this problem doesn't really belong here.

I'd check the chipset has been installed along with other drivers. The chipset allows the operating system to find and use devices integrated into the mother board.
