Windows Server disabled start menu icon.

Hi,

I have an issue when I try to pin a program to the start menu. The initial pin on the menu is fine - the icon fires up the relevant program when I run it.

However if I try to reposition the icon some where else on the start menu it becomes disabled. So it stops responding to mouse clicks for program activation. All I can do with it is unpin it.

Any suggestions on how to resolve,

0.can you enter winver in command prompt on issue server and look the os version?
1.did you set startlayout policy for your server 2019?
2.did you use roaming profile on this server 2019?
3.if you install the latest update on this issue server ,will the same issue happen ?
4.if we use another user account to logon this issue w2019 ,will the same issue happen on the another user account ?
5.if we create a new local user on this issue w2019 ,will the same issue happen on this new local user account?

Here are the answers to your questions:

The operating system is: Version 1809 (OS Build 17763.1369) same for domain controller and local server.

I did not set a startlayout policy - just worked of the defaults after OS installation.

I did not use a roaming profile.

I installed all updates available and the issue still happens.

I tried a another local account and can reproduce the issue. On my domain controller machine with another domain account and was able to reproduce.

7.when the problem happen ,is there any log about your issue?

I'd check the operating system is patched fully.

also try;
sfc /scannow
dism /online /cleanup-image /restorehealth
