Inquiry Regarding Xbox Development Kit Application

My name is Violet, and I am reaching out on behalf of removed PII, an independent game publisher. We are planning to release one of our upcoming titles on the Xbox platform, and therefore would like to develop an Xbox version of the game.

We would like to ask whether Xbox provides development Xbox console for approved developers or publishers. If so, could you please advise us on the application process, requirements, and any necessary documentation?

If development Xbox console is not provided, we would also like to confirm whether it is via using retail consoles for development purposes by purchasing them through regular channels and registering under a developer account.
