Unable to install 25H2 update using multiple methods

I have been trying to update my secondary laptop to 25H2 for several days unsuccessfully. When I try to update with normal Windows updates, it gives me this error message: 0x800f0991. I also attempted to reinstall Windows using the built-in tool and selected the option to keep my files, but still doesn't work. Tried clearing update cache, still doesn't work.

Then I tried to do an in-place upgrade, but that failed with this error message: 0x8007042B - 0x2000D The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation.

It is currently running build 26100.7309.

Can anyone help me, please?

Windows 11 24H2 and 25H2 share the same code base, try using this small enablement package to upgrade your system to version 25H2.

To resolve the issues you're experiencing with the 25H2 update, here are some steps you can follow:

    1. Error Code 0x800f0991: This error typically indicates that a required component for the update is missing. You can try the following:
      • Run the Windows Update Troubleshooter. Go to Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update.
      • Ensure that the Windows Update service is running. You can check this by typing services.msc in the Run dialog (Win + R) and looking for the Windows Update service.
      • If the issue persists, consider using the System File Checker (SFC) tool. Open Command Prompt as an administrator and run the command sfc /scannow.
    2. Error Code 0x8007042B - 0x2000D: This error during the in-place upgrade indicates a problem during the migration of data. You can try the following:
      • Perform a clean boot to eliminate any software conflicts. This can be done by typing msconfig in the Run dialog, selecting the Services tab, checking "Hide all Microsoft services," and then clicking "Disable all."
      • Disconnect any nonessential external hardware, including USB devices and peripherals, before attempting the upgrade again.
      • Ensure that you have enough disk space available for the upgrade.
    3. General Recommendations:
      • Make sure that your system is fully updated before attempting the upgrade again. Check for any pending updates and install them.
      • If you have third-party antivirus or anti-malware software installed, consider disabling it temporarily during the update process.
      • If none of these methods work, you may want to consider performing a clean installation of Windows 11, ensuring that you back up your files first.

If you continue to experience issues, it may be beneficial to contact Microsoft Support for further assistance.
