Not being able to write to secondary disk Server 2019

We have a Server 2019 and cannot seem to write to D:\ drive. Administrators have full control over the disk. When creating an empty folder we get an error "You need permission to perform this action". Using the Share Path we can access the drive and create and manage files.

What we have tried:

Administrator and System as owner of the drives

Edited local GPO: Enabled Admin approval mode

used ICacls command in CMD to assign permissions

    Edited local GPO: Enabled Admin approval mode

    The options here are;

    • Enabled: The built-in Administrator account uses Admin Approval Mode. By default, any operation that requires elevation of privilege will prompt the user to approve the operation.
    • Disabled: (Default) The built-in Administrator account runs all applications with full administrative privilege.

    so you may have wanted Disabled

    After setting the local group policy to disabled, We are still getting the error "Destination folder Access Denied". I hope you can help me with this issue as it has been going on for weeks.

    Please tell if there is more info I could provide.

    Does the issue that we are unable to use an Administrator account to create a new folder on the D drive, however, we can use network path to create a new folder on the drive? If I misunderstood the issue, please feel free to correct me.

    1. When does the issue occur? Before the issue occurred, do you make any change?
    2. Do you running any anti-virus application on the System, if yes, please uninstall the anti-virus application and check if it could work.
    3. Please open CMD, and run sfc /scannow to check if there's any corrupted or missing system files.
    4. Ensure you are using the Administrator account, if not, please add the user account to local admin group.
    5. Try to restart the system in clean mode, check if the issue still exists in clean mode.
