I wish to change one of the properties of an access form, but the property sheet does not appear

It depends to some extent on where and how you are trying to do this. The form should be opened in design view. You can also do some things in layout view, but that is less flexible and not as easy. It's for quick and dirty adjustments, not full design work.
You can open the Property Sheet as described in the AI answer using the Ribbon or a shortcut key. Then select the tab you need: Format, Data, Event, Other, or All.

The Property Sheet may pin itself to one side or the other of the Access window. I prefer it to be free-floating, but it's your choice.

In Access, the property sheet can be shown from any design or layout view of the form.

To display the property sheet for the form or its controls:

1. Open the form in either Design view or Layout view:
   • In the Navigation Pane, right-click the form name.
   • Click Design View or Layout View.
2. Press F4 on the keyboard to show the Property Sheet.
3. If needed, click a control, section, or the form selector so the Property Sheet shows the properties for that object.

Once visible, the Property Sheet can be used to change properties for the form, its sections, and its controls.
