After upgrading from Office 2019 to 2021, I am left with only two reference styles: APA and MLA. What has happened to the other options, specifically IEEE? Is there a way to add them back in?

First thank you for your suggestions.
I have already tried to do a Quick and Full (online) Repair, neither of which resolved the issue. I have also fully un-installed Office and then re-installed office but again this seems to have no effect on the issue. I have also posted this issue on https://answers.microsoft.com and had similar advice. To give a bit more information, here are some screenshots of my MS Word version and the issue at hand.
As I posted this morning in my post on https://answers.microsoft.com, I checked the version of Office used on my work laptop and it is the same version yet when I look at Reference Styles there, I am seeing the full list still. This leads me to believe the issue has to do with my personal system and specifically the installation I have done. I am happy to uninstall fully and re-install again if anyone has additional advice on how to make this work.

I have the same issue. If I change the office Language from Spanish to English, most of the reference styles disappear.

Correct, English (US). Spanish must be there.

One of my users has today advised me of the same issue, I tried to recreate the issue and established that the issue occurred after changing the language from English (United states) to English (United Kingdom) (Within Word, File, Options, Language and changed Office display language - as soon as this was done, only 2 style items appeared, as soon as I changed the language back to English (United states) , the full list reappeared

This was Escalated with Microsoft [Case #:32568124]
But have since been advised (16/01/2023) to use English US as it couldn't be resolved via a hotfix (At least they are aware of the issue now!)

Here is the explanation from our developers:
“Thank you for contacting Microsoft regarding your recent Hotfix Request Case # 32568124. [Devmain] [S500] Issue Severity: 2 HOTFIX: Bibliography formats missing with UI language set to English UK. We have investigated this issue and determined that we must reject this request.
The issue described in this case is due to a long-standing behavior in Word. The level of work required to change this behavior is beyond the scope of what we can take on as a hotfix. Each change that we implement carries the risk of a regression and given the scope of this change, the risk would be too great to accept.
We will be following up with any additional workarounds in the coming weeks that could support the needed citation styles under the UK-EN language setting. In the meantime, we advise that the user changes the UI Language to US-EN when creating citation styles to have access to their needed styles.
We understand that this may be troublesome and apologize for the inconvenience. As we plan for future releases, we’re very interested in this sort of feedback to help make our products better for all our customers. Thank you for continuing to use Microsoft products. If we can be of any further assistance, please don’t hesitate to contact our Support Engineers.”

According to the screenshot you provided, please refer to: Reset Microsoft 365 Apps for enterprise activation state to download OLicenseCleanup.vbs file, and run it with elevated privileges to remove the license information of Microsoft 365.
Besides, since we are unable to reproduce your issue, I will conduct further research and testing, and I will post any updates here.
I once again uninstalled everything, rebooted, did some 'cleanup' and then rebooted yet again. Finally re-installed and this time everything seems to be working as expected. I could not tell you what caused it or what I did to fix it but my issue is no more now.
