Connection failed from postgresql using pycharm

I am new to Azure trying to connect Postgre single server using Pycharm
i am following below document
https://learn.microsoft.com/en-us/azure/postgresql/connect-python

Port 5432 failed :ssl connection is required please specify ssl options and retry
please help what is missing

Azure SQL Database
Azure Database for PostgreSQL
