I have a new company and new domain that I want to setup on exchange online. When I go to purchase my exchange online plan 1, it requires me to have an email address. Do I need to create a new outlook address to do this? I don't want to purchase an exchange online license for an outlook account, I only want to purchase exchange online licenses for my new domain emails.

How do I create a new exchange online organization for a domain that doesn't have email yet?

After you purchase your Exchange standalone license, you should be able to access the Office 365 admin center select settings > domains and add a custom domain that you'll have to verify.

The email address is just used to judge if you need to create a new account, you can use any type of your address and you don't need to buy license for this account. If you choose create a new account, just type in the information of your own organization.
