Developers can create multi-touch enabled applications on Windows 7. However, Windows 7 comes with the .NET Framework 3.5 SP1, and developers will have to write extra code to implement some touch scenarios that are available in the next .NET release, WPF 4 (currently in Release Candidate) and Surface Toolkit for Windows. The Touch project at CodePlex was created to bridge the gap.
You can find the current release and the project roadmap here.
