Andy Lees announced at #WPC10 the final beta of the Developer Toolkits for the Windows Phone is available to everyone at https://developer.windowsphone.com There are also a Windows Phone emulator that will allow you to see how your applications will appear and act upon a device even if you don’t have access to a test version today.
