Payman, IDE is Integrated Development Environment. Essentially it's the UI tooling that you can use to play with a language. It's called out because today languages are typically separate from the IDE. For example, you can use the Visual Basic language (and many languages) in Visual Studio (the IDE). But Small Basic is for kids and new developers, and thus, it has it's own IDE coupled together with the language (which is a scaled down version of BASIC). - Anonymous
