Provides COM objects with version-independent access to the IsLiteral property.

true if the field has the Literal attribute set; otherwise, false.
Remarks
This property is for access to managed classes from unmanaged code, and should not be called from managed code.
The IsLiteral property gets a value indicating whether the value is written at compile time and cannot be changed.
