3.2.1.2 Algorithm for sorting target sites in referral response based on site cost

 The server performs the following actions:

  • Partition the targets into target sets, based on targets of equal site cost relative to the client.

  • Sort the target sets from lowest to highest site cost.

  • Place the targets within each target set in a random order.
