Provides a generic way to collect data points for a defined metric, that will be used when evaluating reactive rules' conditions.

Remarks
When implementing this interface, the Collect(DateTimeOffset) method should not throw an exception that is not of type DataPointsCollectionException. If other exception is thrown, it will be treated as critical and will be unhandled.
