Puede crear un formulario de interfaz de múltiples documentos (MDI) que tenga controles ToolStrip que lo enmarquen por los cuatro lados.

En el ejemplo, el método Join asocia los controles ToolStrip a los controles ToolStripPanel correspondientes.
