The error usually occurs when you are trying to execute a command that requires you to run command prompt as administrator . Sometimes it is not enough to simply logged into a windows account as administrator, you also need to use an elevated command prompt.
It is easy to identify if the command prompt window you have opened is elevated or not:
>if the window title"Command Prompt" =it is not elevated
>if the window title "Administrator: Command Prompt"=it is elevated
To launch elevated Command Prompt, i would suggests below steps:
> on your window search, type "command prompt"
> right click on the "Command Prompt " result
> choose "Run as Administrator"
> after selecting, a User Account Control prompt will appear asking if you allow the Command Prompt to make changes on your computer, click "Yes"
