What happens when you VIP Swap on existing production instance?

A:

A VIP swap enables you to swap the staging and production deployments. If you in production and have no staging you cannot VIP swap

Both deployments remain online during the swap process

Windows Azure will stop and upgrade the services contained in each upgrade domain, so if you have distributed your roles in several upgrade domains your service will be responsive in a upgrade process.

Q: Can you use SSIS to extract data from Windows Azure Diagnostic Table storage?

Yes but Diagnostic Tools may be better than using SSIS and generating a report.
