Control Issues: Who Really Owns IT?
IT has their hands on just about every facet of the business. As we are discussing at our events how we are helping IT and developers be successful in handling that balancing act of security and access, I came across this article that gives great information on how IT is seen in a lot of companies.

In terms of tools, the best bang for your buck will almost certainly be utilities built into your operating system. While not the most comprehensive, modern offerings such as group policies and Windows Server Update Services can be used effectively.
Desktop virtualization is maturing to the point where it has potential to be a tool that secures corporate applications while still allowing for departmental wild hares.
Finally, don't forget that good overall system protection--such as Web filtering that keeps malware at bay, data extrusion tools that keep corporate data safe, endpoint security such as virus protection and host-based intrusion protection, and network access control to keep infected PCs off your network--can protect your organization at deeper levels and allow you to be more flexible on the desktop.
