Since many of the classes in the System.Web.Services.Description namespace expose an Extensions
property representing a ServiceDescriptionFormatExtensionCollection, the constructor assigns a parent object corresponding to the level within the Web Services Description Language (WSDL) hierarchy where the current ServiceDescriptionFormatExtensionCollection
