Processes the postback data for the HtmlInputText control.

The LoadPostData method checks to see whether the postback value of the HtmlInputText control is different from its previous value, and if so, returns true
.
The LoadPostData method is used primarily by control developers extending the functionality of the HtmlInputText control.
