Initializes a new instance of BitmapSizeOptions with empty sizing properties.

Remarks
The returned BitmapSizeOptions will have its Rotation property set to Rotate0, its PreservesAspectRatio set to true, its PixelHeight set to zero, and its PixelWidth set to zero.
When passed to a TransformedBitmap, the input is the same as the output.
