true if a new item can be added to the collection; otherwise, false.

Remarks
A PagedCollectionView can add a new item if IsEditingItem is false and the following are true:
An item can be added to the underlying collection.
The PagedCollectionView can create an object of the type that is in the collection. For example, if the collection is of type ObservableCollection<T>, the PagedCollectionView must be able to create an object of type T.
Use this property to test whether a new item can be added before you call AddNew.
