Permissions on Azure Portal to create Subscriptions / Resource Groups

I have problems with the Azure portal: I need to create a new Resource Group but it looks like I do not have permissions to do that for whatever Subscription I select. I cannot also add a new Subscription: the error message says that my company policy doesn't allow my v- account to sign up for some offers.
