SharePoint Online is a powerful collaboration tool integrated within the Microsoft 365 security framework. Its primary purpose is internal collaboration, and access to any SharePoint site or page is always governed by an authentication mechanism for security and compliance reasons.
This means it is not possible to make a SharePoint page completely public for anyone to view without signing in. Users must either belong to your organization or be added as external guests.
If you need to share the page with someone outside your organization, here is the recommended approach:
1/ Add the external user as a guest in your organization

This process creates a guest account for the user so they can authenticate securely.
2/ Check your organization-level external sharing settings
In the SharePoint Admin Center, ensure that external sharing is set to “Anyone”.

3/ Share the page with the guest user
Once the guest account is added and external sharing is enabled, you can share the page or site with that guest. They will receive an invitation and can access the content after signing in.
This approach ensures compliance with Microsoft 365 security standards while allowing external collaboration. Unfortunately, there is no option to make a SharePoint page completely public without authentication.
